DRAFT Terms of Relationship

PREAMBLE:
The Aboriginal Youth Community Circle (AYCC) is dedicated to providing a voice to all Aboriginal youth located in the Urban Edmonton Area to the three levels of government. We are also in existence to provide direction to Wicihitowin: Circle of Shared Responsibility and Stewardship (Wicihitowin) in regards to its priorities and processes.

NAME:
The group shall be known as the Aboriginal Youth Community Circle.

LOCATION:
The meeting location of the AYCC will be determined at the previous meeting and will be within the proximity of the majority of the members.

AYCC OPERATIONS:
As the AYCC falls under the jurisdiction of Wicihitowin, we must conduct business within the scope of Wicihitowin and the priorities identified by both AYCC and Wicihitowin.

ROLES AND RESPONSIBILITIES:
The AYCC must have people assigned to the following roles to carry out the respective responsibilities; additional roles may be created in accordance to AYCC’s growth:

Chairperson:
  • The chairperson will conduct all meetings, providing guidance to keeping order within group meetings.
  • The Chairperson will attend all general Wicihitowin meetings and provide updates to the secretariat on our activities and provide the Wicihitowin members with copies of the documents that we produce with respect to our concerns and solutions.
  • The Chairperson has authority to appoint any person to the AYCC as well as dismiss any person. Upon appointment or dismissal, the chairperson shall provide appropriate reason for doing so to the AYCC.
  • The Chairperson can call an emergency election meeting in the event of disbandment of a member.
Co-Chair:
  • The Co-Chairperson will assist the Chairperson in conducting all meetings, providing guidance and keeping order within group meetings.
  • The Co-Chairperson will act on behalf of the Chairperson at meetings the Chairperson cannot attend (Both AYCC and general Wicihitowin).
  • The Co-Chairperson shall work as a public relations representative for the AYCC with respect to media and advertising.
  • The Co-Chairperson shall be in charge of ordering all related supplies for regular operations of the AYCC.
  • The Co-Chairperson can call an emergency election meeting in the event of disbandment of a member.
Secretary:
  • The Secretary for the AYCC shall keep thorough minutes of all meetings, an updated members list, and distribute minutes to all AYCC members.
  • The Secretary will be responsible for contacting Wicihitowin to arrange any food items needed for AYCC meetings.
  • The Secretary will take on responsibility of the Chair/Co-Chairperson in the event that both are unable to attend.
  • The Secretary can call an emergency election meeting in the event of disbandment of a member.
In the absence of the other Chairperson, the Co-Chair in attendance shall undertake all off the duties/responsibilities of the Chairperson.

MEMBERSHIP:
Membership is open to any Urban Aboriginal (First Nations, Métis or Inuit) Youth living with the City of Edmonton regardless of sex, creed, sexual identity, situation or living arrangements. Membership to the AYCC includes: voting rights, a place at any of the eight Action Circles through Wicihitowin, consideration for any travelling for Wicihitowin for the purpose of Edmonton youth representation and, a voice that is heard on the municipal, provincial and federal level. Unacceptable behaviour, as determined by any other member of the AYCC, will result in termination of membership. There are no membership dues or fees associated with being a member of the AYCC. Any group of three members can call an emergency election meeting in the event of disbandment of a member.

Membership is open to any interested Aboriginal youth between the ages of 15 and 30. If a youth presents themself and falls outside of these parameters, then it would be up to the discretion of the youth council present to make a determination of their eligibility to participate.

MEETINGS:
AYCC meetings will be held on the first Thursday evening of every month.

ROLE ROTATION:
Roles within the AYCC will rotate every two years. Elections will be held to fill all positions on April 1 (coinciding with a new fiscal year). Any members of the AYCC are eligible to be nominated and elected to any of the roles within the AYCC. Successful elections must carry a majority of votes and any failures to fill a position results in the past position holder remaining unit either:

  1. an appropriate person is found to fill the position or
  2. the next election date.
ROLE FAILURE:
In the event that a member fails to adhere to their elected responsibilities, they are disbanded from their position and that position’s responsibilities will be filled by a voluntary member until that position can be elected on.

FREEDOM OF SPEECH:
Every member of the AYCC is entitled to freedom of speech and thought. Every member’s thoughts and contributions will be recorded and considered by all members and be presented to Wicihitowin’s general meetings.

AMENDMENTS:
Any amendments to the constitution are to be suggested at any AYCC meeting, at that time it will be voted on by the members of the AYCC. Acceptance of the amendment must carry 80% votes in favor.

GRIEVANCES:
Any grievances are to be brought to any person filling the AYCC roles and maybe done so outside of any AYCC meetings. Conflicts are first attempted to be resolved by the persons involved as facilitated by Chair or Co-Chairperson. If they are unable to resolve the conflict, the topic on hand is then brought to the next AYCC meeting where the rest of the members are included in the resolving of the issue. If the issues remains unresolved it would then be brought to the Elders’ Community Circle
